I'm looking at joining the forces of darkness in Europe. I had a COH account, and I shut it down. It is inactive. If I buy COV can I
a. Get my COH account reactivated?
b. PVP?
c. Download the game?
Finally, I'm in Korea playing GMT +9 whats the server populations like between 10am and 4pm GMT?

Since you already own CoH I would reactivate it, then upgrade the account with the CoV activation key. Its a flat subscription rate, so isn't going to cost you anything more.
CoH and CoV are the same game, just different fractions and needing two actication keys to unlock the relevant character generation screens. So once your CoH client has patched to the most recent issue you have all the code that is needed, hence no install is required. That is assuming you've not deinstalled CoH in the past. If that is the case install from the CoV dvd, as it will bypass some patching with it being newer.
You'll also be able to PvP, regardless of owning CoV. Although you need CoV for base raids.
No idea on server populations at that time, as I live in the UK and those time are my working hours. Although there are a lot more people playing villains at the moment.

No. You will be restricted to play villains, but PvP zones and bases will be open to you. If you want to play a hero, you need CoH.
Heroes and Villains play in DIFFERENT zones, except for 3 comon zones and you need either version of the game to play in those zones. (remind me DAoC for this precise aspect, with most flaws and advantages coming from such a system, I love CoH/CoV and can't stand DAoC, so only for this precise aspect hehe, don't go thinking the games are similars, not at all, but on this precise topic, they are indeed similar for the basics)
See, peoples says CoV and CoH are different games or different expensions, I come to the conclusion that they are all wrong, they are differents versions of the game. A new version cost far more than an expension, but it runs on the same basics than the older version. The zones are completely differents and they are quite nice. So when I say differents versions, it is not a Microsoft-like version of a game, it is as different as Windows 98 and Windows XP are differents, MAJOR differences, but you got a good idea of what is waiting for you.
If you buy CoV, you have the villain version only.

I'm going to be playing CoV in 3 days. And soon after that I'll be getting CoH too. Because yes, heroes play in Paragon City, and Villains play in the Rogue Isles... And I know for PvP you can meet. But there's another way: Base Raids. Using Base Raids you can go to Paragon City to fight with Heroes with their bases.
