Short Answer: No
There will be a lottery for those that have no pre-ordered if there aren't enough people to fill all the slots. You can also get "sponsored" to join the beta by someone that has pre-ordered if they think that you are a contributor to the community. Matched 1 for 1 with a sponsored person, there are more beta members and sponsored testers than there are slots available, so its going to be up to the Pre-Order community to decide. However, if not enough ppl are sponsored then the lottery still goes through.
Thats for the Closed Beta, but the Open Beta is for everyone from what I understand.
For future reference, RRs policy is to open up content and info to the pre-order community first, then the rest of the community at large next. If it comes down to selection in the community, those that are involved on some level more than others will get it sooner.
