The IGE. The ruined ingame economies. The ruined games.
The blatant breaking of license agreements "accepted" upon signup.
What measures can be taken against the farmers? Currently, when game companies want to be bad to farmers, they close their accounts. That's not such a horror? Do they get a refund for future playtime? I don't know.
What measures can be taken? Do we have to make this horribly difficult? Maybe.
Farmers might get banned, but they won't get arrested. But a credit card is tied to a person, isn't it? Perhaps games must require that existing persons subject themselves legally to the law in the sense that they could in fact be held responsible for the damage done, as well as for the breach of agreement. If using the credit card alone as a signature would be good enough, I don't know. Alternatively you'd have to request a contract and your account wouldn't open until you'd sent a signed original to the game's local office. That's not a good way, but it is powerful.
I think the games need some way of making this crime unprofitable, and it is up to them to secure it.

Even though I don't support it, Farming is a Virtual crime, and can only be punished 'Virtually' (suspended account).
If they started creating laws restricting the way games are played, they wouldn't really be games anymore.
You also have the factor of kids playing the game, and breaking laws they didn't know were even in place. Then their mothers get in trouble for it because they were the proprietor of the credit card.
This would just add more fuel for news and the media to ban games and restrict them to minors, which is the last thing I would want to do.

Agree completly with the above post (ScottElwood)
Also, farming isn't that bad of a thing, e.g. killing one type of enemy for repeated crafting materials to advance a crafting skill. It dumps items and money back into the economy and harms no one.
The only bad farming is rare item farming and NM Camping (Where you stay near the spawn point of a rare/special mob simply to pick it off before others get a chance so you can monopolize the rare item)(a la FFXI) Yeah, that should be dealt with by the players, for example PKing, I don't condone it at any time, but if someone's equally pissing off the entire community, running a few high levels mobs into them is not a bad thing (You can probably tell all the above was pretty much geared at FFXI...)

Only way companies like IGE are going to disappear is if lazy people stop buying in game currency.
As for farming, you can give diminished xp for killing the same mob over and over or have the rare item on more than one mob, so no one knows which mob will have the one you want. WoW kind of does that with it's epic world drop items.
My only anti-farming strageties I could think up of is, probably player kill the farmers.
But thats just an moronic statment I made but the people in the MMO I played who hated farming, they player killed them.
