I'm not the one trying to compare a animated GIF downloaded from the official SWG site for use by SWG Fan Site Web Admins (which I am) file to a movie clip (which it's not). I'm also not the one trying to defend someone who is trying to pirate the game server or IP of a company
I agree he CAN do it but I also state that LucasArts most assuredly CAN sue him for a ton of liscence infringements, not to mention the IP rights they own to anything "Star Wars". If he does it and LucasArts catches wind of it I can guarantee they'll have an army of lawyers to the nearest courthouse post-haste.

He is not using it for "nonprofit educational purposes", he is using it for "private use". There's a world of difference. And, if he allows OTHERS to use it he's not even in that ballpark and is directly taking potential customers away from LEC.

Ammount and Substantiality of the "portion" used in related to the copyrighted work as a whole: He wants to copy the entire game. Duh.
The effect of the use upon the potential market for or value of the copyrighted work: This is the only area he has a pure win in: His impact, if he keeps it for his SOLE use is minimal, if at all. However, if he allows OTHERS to use the site he crosses the line into direct competition with the REAL product.
Care to discuss this further? I am glad you finally bothered to look it up. But I find it odd that you aren't reading the meaning behind the fair use laws but merely trying to bend them to fit your own arguement. The Fair use law hasn't protected MODDERS for other games from LEC in court. Why would it protect a person from standing up a Pirated SWG server of their own?
