What's the process to transfer US chars to EU?

I was wondering if someone here knew what's the process to transfer my US CoH account to Europe. I had started CoH when it was released, so my characters are in the US servers and now I'm planning to buy City of Villains next week.

I would highly appreciate if anyone could explain the process for transfering my characters so I can play on the European servers.

Can I transfer characters from my US City of Heroes game account to the City of Heroes (Europe) servers?

I have or do not have X type of account. Can I still use the Character Transfer service?

The following note from one of the UK Communitee manager is worth reading:

A special note for anyone considering purchasing City of Villains in Europe
If you already have a City of Heroes (US) account, but would like to purchase City of Villains in Europe, login to PlayNC, and transfer your characters to the European servers before you use a CoV Activation Code. Then use your CoV Activation Code (found in the retail box) to 'Upgrade' your new CoH (Europe) account; you'll be ready to play City of Villains with 12 character slots, plus your transferred CoH characters.

But finally, the bad news - the transfer is currently down (being fixed) as described in this thread (US to EU Character Transfer unavailable) from the official forum, but here is the key bit :

We're sorry to announce that, due to internal server changes, the US to EU Character Transfer system has had to be taken offline as of today (2 February, 2006).

We are investigating the issue and working on a fix, but until further notice, it will no longer be possible to transfer US characters to the EU servers.

We apologise for the inconvenience, and thank you for your patience while we attempt to resolve this situation.
