Im assuming you ment "How does one increase their rating in GW?".
If so, you can more "rank" buy winning in the elite PvP tournament at Heros ascent. You need to unlock this by beating the random arenas 5x in a row, and then the team arenas 5x in a row. if you had the original chapter before last january then you'll already have access to it from the battle isles. You can get their via PvP char or by going to Lions Arch and taking the boat.
If you didnt mean the above sentence.... then "shrug"

There's guild rating and rank, and there's individual fame and rank.
The guild rating is calculated by winning/losing Guild versus Guild battles. Individuals in the team get Faction Points, but no Fame points.
The individual rank can be gotten through battles in Hero's Ascent, where an individual gets Fame along with Faction Points for winning battles.

go to the place where u go to hoh (back in the days it was called tomb of primeval kings but now its somewhere else dunno where)
fight in 8v8 combat and each battle win u get 1 fame then 2 fame then 5 i think and so forth.. it stops at 20 fame per win
after like 180 fame u get rank 3 and 1000 fame is rank 6 and the list goes on
