Reporting spam and such, but hitting limit

Alright, we all know the mods here are flooded with things constantly and as such it is dependant on the users reporting things. But, sometimes, like today, when a single new registered user can create adds by posting on a large number of threads (over 20 at this point for a single user today) but you hit your report limit in an attempt to keep up. Which is annoying since we know not a lot of the readers report things, but a spammer can out last anyone easily.
