Based on what you want KO, you aren't going to find anything like that for cheap or free now. What you are asking for is way too demanding, you can't find a perfect game for free or a low monthly fee.

In the future though, games like Dragon Empires, Guild Wars, Lineage 2, City of Heroes, EQ2, UXO, and all that good stuff is coming out, so there will be loads of great games to choose from. But except for Guild Wars, all of those up there will charge a monthly fee, and a hefty one at that. You will never find what you are looking for for free or a low price. Guild Wars so far is the only exception, but it doesn't have contruction (at least we haven't been told yet).

Im gonna get guild wars just to try it out, no monthly fee means I can play whenevr I want, etc etc with no hassle. I'll most likely be playing UXO, MEO, Dragon Empires, and pirates of the burning seas tho. And I'll probably be playing AC1 from spring on the new server since theres an xpack comin.
