Skill plays some part in Space Cowboy, certainly more than a traditional MMORPG, but it's nothing even remotely close to any other competitive online shooter. Yes, there are stories of some guy taking out a person ten levels higher than him, but that doesn't disprove the fact that your gear and stats provide huge advantages. Saying skill is more important than level and gear is somewhat misleading. It's only more important in pvp when the people are relatively close in terms of character power.
Space Cowboy is fair for a free MMORPG. It definitely has massive flaws, and I wouldn't pay a cent for it, but it's fun for a while if you want a shooter you can casually play on the side. Still, it's not anything that can really substitute for a MMO with a full body of content.
As far as skill, I'd look at Guild Wars if you want a game with a wide variety of options where character customization and playing strategy are involved, or Planetside if you want a conventional shooter.
