Out of the USA RP and Normal server, I wander which I should play. I used to like to RP and would choose the RP server of every game (10 MMO's total) I played. The only problem is that no one really RPed, but it typically had a more mature community and less of a population.
So I have grown from being a RP fenatic, to more of a light RP type of person. Meaning, I don't 1337 speak and I don't say anything unrelated to my character or the game. So I basically be myself as my character. But on this game, with its low population, population is more important to me. I don't want to have a problem doing things that require more than one person, because of not being able to find a person to group with. I don't want to feel like I am alone in the world either, because I don't hear anything over chat or see anyone.
The over all population doesn't matter too much to me, because this isn't a PvP game. I know if I find a good guild I will only talk with them mostly anyways, just like the other games I play. So if I am in a guild with 10 people and they are always on at the same times as me and we are always doing things together, the population will seem fine to me. But I am not sure Horizons can promise this.
How would you compare the two servers population and the community? What styles of RPed are preffered by the RPing community?
I'm playing DAoC right now and I am in a good guild. The guild has 50+ members in it and is active. There are between 700-2500 people playing on the server, with that population being split up between 3 realms. I find this population to be bearable although I was there when the game had a lot more. I play during off peak hours mostly (11am-5pm EST) but also at peak times (6pm-12am EST).

Chaos has the higher population, and you can actually find a moderate amount of RP in the Dragon chat channel. That said, I think you'll be able to find a fair number of people on Order as well. In either case, it's mostly a matter of looking in the right place for them.
Both servers have a New Player Assistance chat (though I think the name is a little different on Order), and most of the social interaction that takes place is going to be in Marketplace or Dragon. As for finding a guild, my advice would be to keep track of the people who answer your questions, help you get going, and make you feel welcome during your first week or so, then look those folks up (/who <firstname>) and jot down the names of the guilds they belong to.

Waiting on Guild Wars 2
I first started on Chaos because more people = more people to get help from. It was a great server, however after 2 weeks I started again on Order server because I like the roleplay community there better.
Both are great communities and I think the choice should be simple. If you like to roleplay, join Order server. if you just want to play the game join Chaos server. Both are fine and outstanding communities.
