    Do three paper misisons and then the next time you check the paper, you will see a note that your Broker needs to talk to you.

    Go see your broker and they will give you a mission to go cause mayhem in PC.

    Here are some hints when doing Mayhem missions:

    Control and restraint is the name of the game (despite the Mayhem).

    Take out as many objects as you can. For each type of object, you get a time bonus (30 or 60 seconds) after you destroy a set number. The more people there are on the team, the higher the number you need to destroy.

    Beating up cops gets you the resisting arrest time bonus, and you can get that any number of times.

    In each zone, there will be mobs that are *not* PPD mobs, killing them will get you a key to a side-mission.
