no, that would be a bad idea. Programs need to be uninstalled in order to be deleted properly, because they are all tangled in the registry, and simply deleting the folder on the harddrive does not fix that problem (not in Windows anyways)
edit: If they are not programs, then they can be deleted as Sparky suggested.
even if the programs are deleted you should check out the hard drive afterwards to make sure that there was noting left over. Such as saved games or downloads that are taking up space. Check the path that the program was installed to. Some games even save these things in your my documents > game name folder..... I just like to keep my hard drive as clean as possible.
Take this from a guy who's been in IT for a LONG time. If you are not quite sure what the file is, Leave it alone.
What I recommend you do is to delete the file thru the control panel Add/Remove software function. The way this program works is that it scans your windows registry and looks for the Software that has been written there.
If you cannot find the file/program that way browes using MY Computer then look for it. Once you have found it, Select it by clicking on it once then press the DELETE(also marked as DEL) key on your keyboard.
Now thats for a normal file. If you are trying to get rid of some spyware you will need a spyware removal tool. Personally I use ad-aware and A2. Make sure you have the latest updates and run your scan.
If your tring to get rid of a virus get an anti-virus program like McAvee or Norton for example and have it get rid of the virus.
WARNING!!! If you try and delete a spyware or virus file manually you might active the file and cause SERIOUS damage to your system. Please use the methods above to get rid of these files.
