If I had that kind of cash? I'd fund my own MMORPG and retain full controll of the IP and design vision. I'd hire developers that had experience in the market with games that used systems similar to what I wanted to implement.

I would invest in either Roma Victor or WWIIOL. Probably Roma Victor more though because WWIIOL looks like its making a lot of progress with the builders program on its own.
Roma Victor has tons of potential, it seems like it could be everyone's dream sandbox mmo-but no one knows about it. If money were spent on things like advertising and graphics (I know graphics don't matter, but people often judge a game by graphics) Roma Victor could be a heavyweight in the mmorpg world.
