Do non-TD XP groups still form?

It seems like everyone solos now in task dungeons (TD; from the Catacombs expansion) to level up to 50 for RvR. I have found it hard to get an XP group -- even on Gareth -- and it is rare that anyone is LFG at my level range (currently 10). On your server, do peeps still form groups, whether PUG's or guild-groups, to hunt in "old world" dungeons or outdoor zones? I find task dungeons too easy and BORING so if that is the only way to level then I should quit now. 
Mythic has stated that you can earn 30% of each level doing level-appropriate quests but soloing for the other 70% is too much of a grind for me -- especially at higher (40+) levels.
ps. I have several level 30-45 characters on another account but am starting fresh on another server after a 4-year break.
