For the launching of a game, imagine this. A pre-fanbase singns up before hand. Everyone involved in this pre sign up gets equipment, skills, ect (and a house) and starts out with basic technology (projectile weapons, wheeled and flying vehicles, housing, factorys, ect...). Similar to a standard template construct for you Warhammer 40k players (For those less enlightened, a description of the stc can be found here). Other starting buildings would depend on their proffesion. Specialised craftsmen would have respective facotrys and harvesters (dream of swg once again). Adventurers would have vehicles. Currency would be availble, but may or may not be used depending on how the game progresses. They start as colonists. They start at a spaceport they had constructed previously(but they didnt really construct it). From then on, there are simply continents (accesed byand a untamed world to explore. Free pvp, everything destroyable. If every thing is consumed in a war, new batch of colonists (made up of the longest playing 500 players) possibly at the other end of the planet. The first adventurer to come across the "lost city" would make a fortune of technology aloneNPC's would consist of local wildlife and fauna, a guide at the spaceport, and pirates that randomly land and set up bases (also destructable).
In effect, the game would write its own story. There would be dark ages, ruled by tyrants and pkers, forcing honest people into the wilderness. There would be golden ages of technological advancement (player researched technologys are "discovered", templated, and manufactered). Colonys would be sent to other continents. Some would prosper, some would dissapear without a trace. Think of how cool it would be to find a abandoned colony, ruins in the desert, with some advanced technological artifact... . Ovbiously the first city would thrive into a metropolis, swelling to a huge size, with everything you could ever want. Shuttle ports (built by players) would ferry between eachother. Different servers would just be different worlds. They could even be randomly generated (with a quick glance over and some changes by the devs, of course)!

Speaking on this subject, do you think completely open pvp (houses, buildings, etc.) would result in anarchy, or powerful factions?

Sounds like Dark and Light, more or less.
Be very wary of that game. Most reports indicate it is in a heap of trouble.
