I think Lineage 2 korea and Ragnarok Online korea had it as well for a while with Castle sieges and the War of Emperium. altough I think its closed now, never brought over to the west.
Guild Wars has an observer feature that lets you observe all matches between guilds of significant rank. This feature has been available since december. Its more than TV as you can zoom around all over the battlefield. They keep the Championship matches around for longer otherwise they are available for watching for an hour or so. You can also chat with any other observers.
I'm surprised there isn't more coverage of this. Just finished watching the first day/round and have to say that this was an amazingly well put together and enjoyable event. The next two weekends are going to be some very interesting viewing.

Youre watching someone else talk about a very boring game? That must be a code 9 on the boredom scale.

EDIT: grammar
While the fights have been a mix of good and bad, and the color commentators (stavros, tux, and ifni) have been entertaining, the play-by-play announcers seem to be working on a "who can be the bigger retard" contest.

From what I read it appears it is. This isn't just some view of somewhere on the battlefield but a live TV show. Much like you would see in the World Cup with commentators and a panel for reviewing the match. Well done CCP!
Looks like we have plenty of good matches today also.
The ones I would recommend tuning in to watch are, with my bets on who is going to win in ().
OPUS Alliance vs Band of Brothers (Band of Brothers is probably going to just rip OPUS Alliance apart in this match) Veritas Immortalis vs Red Alliance (Close match, although I know little about either, Veritas is my bet though) I S S vs Mercenary Coalition (Mercenary Coalition are well known PvPers, wouldn't expect them to lose here) Ushra'Khan vs Chorus of Dawn (Ushra'Khan are roleplayers, but that doesn't mean they can't fight, sort of the underdogs though) 3rd Front Alliance vs GoonSwarm (GoonSwarm is the guys that have proven that you can do a lot in tech 1 ships and not many skillpoints, this match could go either way, 3FA definitely have plenty of fans.)

It has been done in korean MMO's long before people even heard of EVE. in fact, in Korea it even gets broadcasted on real tv channels, not just trough the internet.and not only MMORPG's, but especialy Warcraft 3 and Starcraft matches are very popular. Gaming is a sport in korea.

Please give it a watch before commenting. The setup is very professionial, even with a studio talkshow setup, 640x480 resolution live broadcast.
Tomorrow is the next scheduled broadcast. All times are in GMT(not BST). http://www.eve.is/evetv/http://www.eve.is/evetv/.
They maxed out their first connection with well over 2800 people watching.
Many of the fights today were very good. And watching a Caldari Raven tank for well over 15 minutes was quite interesting.
Still, it is a decent quality production.
