It occurs to me that this is actually rather clever (mind you, I don't think it's deliberate cleverness on SOE's part). By bringing pre-CU elements into the NGE instead of puting up "Classic" servers, they are avoiding the risk of exposing the pre-CU system for the emulator project(s) to use.
Actually.. from a legal standpoint, they'd have a stronger case to shut them down if they DID put up classic servers.
Not to mention the fact that they'd take away most of the people who would bother to play an EMU.
