Free as in no pay to play, or free as in download and play free?

    Jesus f#cking Christ!

There must be at LEAST 50+ threads with this topic... and I swear there's a sticky about it.

Do a search.  It doesn't take more then 20 seconds to find what you're looking for.

    Check this thread out

Try some of those out, the ones who's descriptions you like the sound of. It's quite dated now, but a lot of the advertisements on mmorpg.com are for free-to-play games so click on them an try them out. With free-to-play games it's generally hard to find non-biased reviews so it's usually a case of trial and error until you find one you enjoy.

Actually, there HAS to be a best free mmo, unless they're all exactly the same or there isn't any. Neither of which are two.

To the OP, you could play one of the proper commercial mmo's that have become free. Thats:
SHADOWBANE - Open PvP centric, with guild towns and houses, fights over mines, guild wars and such. No quests in this though. Free forever with all the expansions.

PLANETSIDE - Sci-Fi MMOFPS with land and air vehicles, 3 sides each with unique weapons, and constant war over planets and locations within these. Free up to Battle Rank 6 (which might sound weak, but with skill you can be as good as a BR25).

ANARCHY ONLINE - Classic MMO from Funcom, the makers of upcomming Age of Conan. Sci-fi, huge character customization, instanced dungeons. Never got too far in this game myself. The original game (including 1 of the 2 expansions I think) is free.

My personal pick of FREE free games.:
EUDEMONS ONLINE - a 2D isometric MMO, with very nice terrain graphics (but rather poor 3D character models.) What separates this game from other Korean MMO's is that you gain control of Eudemons, which are creatures that IMO are quite similar to pokemon. They fight with you, level up and evolve. The game has open PVP, with a flag system (if you have a red flag you can kill anyone, black flag you can kill other black flags and reds, white you can't kill anyone, but pkers get penalized for killing you.)

SILK ROAD ONLINE - Nice looking Lineage 2 clone, haven't played it myself but I've heard good things about it. I've also heard about lag though.

GUNZ: THE DUEL - Technically not an MMO, but a fun 3rd Person Shooter / Fighting Game with levels, money and equipment that you can buy. Currently not a lot of character customization in the English version, but other versions have a lot more items and the English one is rumoured to get them sometime this/next year. Other versions have quest mode as well.

Alternatively, you could look for a Private (and Free) Server of one of the Pay to Play games. I won't go into detail, since they aren't supposed to be discussed on this site, but I've seen servers for Ultima Online, Lineage 2, Everquest, DAOC and RF Online. You just have to look around.

Anarchy Online is the best free PvE game by far in my opinion, Shadowbane takes the cup as best free PvP game due to lack of competition.

AO is slowpaced though, if you prefer getting to max level and equipment in a snap you might want GuildWars instead, its not entirely free but theres no monthly fee.
