Yes there will be instanced encounters, but not nearly so much as DDO. I think DDO was to some degree an experiment to see what could be done with the design model not only in terms of game play but load balancing.
The developers have shared that while there are instances used, most of the world is shared space, not instanced.
You do realize not having instanced dungeons is a recipe for disaster, right? You would never get anything done, and PvE end-game content would be nearly impossible, and just frustrating. That I believe is the 10-20% instanced area they're talking about. But as for the real-game world, the towns, open landscape, etc. it will all be in the open which I'm really excited about.

persistent scape. We anticipate 10-20% of the world will be instanced
in one fashion or another.
