It's as turned based as you can make an MMO. It's as close as you are going to get to it anyways. Though, you are right, it's not "turn-based", it definately keeps that old FF 1 and 3 feel to combat.

Its not turned based, theres a weapon delay and the lower the delay the faster the weapon...der.
It is not turn based, neither was the last console FF turn based version of the game. I lost all my interest for these games when they abandon turn based.

I don't know any MMO based on the turn based that would be worth mentionning, Neverwinter Night would prolly be the closest thing to it, yet, it is not a MMO and it is more or less true to th GBT, just as was the BG, ID and Torments games.
True turn-based are rares and often is used when the company lack the ressources to do otherwise, I am confidant however that eventually, in time, we will see great turn based games, MMO possibly coming out, I just don't know if this will happen in the next decade or not...devs seem to look down on GBT gameplay when they have the ressources...
A turn-based "1 man raid" system could be nice indeed, especially if the player could play turns in advance when far from other players and then waiting at once rather than waiting for every turn, but that would require sooo much explanation, considering I was merely able to explain why raiding in the current form is evil to the most brilliants only and that sooo many peoples seem unable to understand, I will not even dream to explain how GBT could be adapted nicely...so peoples may play 10 turns in a row before going to do something while the slowest player is picking on...but that require intelligent design, doesn't it?

Hm... If you are serching for Turn based MMORPG and great graphics I think I won't be much of help.
