There are three good reasons why this is not the case:
1. Controlling the fizesize of the avatar controls the maximum bandwidth to be used by the avatars on thread pages. Not everyone has highspeed, and I'm sure they don't want to wait for 25 100kb avatars, that's 2.5MB worth of avatars!
And that's not even including signatures, take for example that batman running with a bomb: 430kb alone.
Then there are the flash advertisements, the base images for the site. It all adds up.
2. Broken links to offsite avatars can lead to page load slowdown while the browser is looking for the avatar (doesn't apply to all browsers, but some)
3. Image Dimensions would cost more server time to either figure out, or if not bothered at all, some people will inevitably make avatars 500x500px, which, well, sucks.
