I'm currently writing a business plan The main problem is will Interplay sell the rights on making this game, if not it will be something totally different =(

lmmfao. Can you afford the rights? Fallout is one of the most popular games ever, expecially among the Gamer Crowds. The rights to a game like Fallout, a classic, would probably be at least $10mil.

There is a new SHITTY fallout coming out soon anyway. Well, I don't think it's THAT much, why Interplay, that as I know has the rights, doesn't do anything about it? And if it's 1 million I think I can afford it if my sponsor likes the project. (Bethesda got the rights on F3,4 and 5 for totally 3,5 millions).
First off , you are making fallout online ... hehe
Good joke
Anyway currently two companies hold rights to Fallout
Betasheda which is making Fallout 3 (they only have single player licence)
And Interplay that is still holding rights to any masive multiplayer Fallout game ...
Now rumours on internet state that Bioware owns this licence now (since it was once part of Interplay) And ofcorse they are making their "secret" mmo
Fallout online ... wow lets hope so.
As for you my friend. I have suggestion.
Check out "Wasteland" it is the game Fallout was based upon. It is old PC game and i already seen MMO versions of it (in form of MUD with graphic display)
It is far easier to make , and it is an awsome game with all the atmosphere of Fallout

Interplay never owned Bioware, they were simply the publisher for them under the black-isle label. If Bioware is doing a fallout MMO that would be great but I don't think they want to work on someone elses IP, they'd rather create their own.
First of all, Fallen Earth isnt Fallout Online - its got psi magic for god's sake. The only similarity is that they are both post-apoc.
Second of all, dont try to make an MMO - it's beyond your capacity.
Third of all, the Fallout fanbase has HISTORICALLY been against Fallout Online...which they call "FOOL" the fact that you dont know this shows you dont know about your proposed subject matter it also should tell you that the people on you're counting for your revenues wont spend them on you.
Doesn't it take a good size team under a big-name developer 3+ years to put out even a mediocre MMORPG?
You want to make an MMO yourself? Are you slating it for release in 2015?
The modern MMORPG is simply not worthy, of the acronym RPG. The straight grind and lack of atmosphere leave me with no choice. From this day forth, World of Warcraft, Everquest 2, and all the games like them shall be referred to as PIGCRAP. People In Guilds Constantly Raiding And Power-leveling
