I never heard about the 360 being laggy, but definately PC if your computer is good. I would recommend getting a PS2-to-USB converter though because the controls really suck for the keyboard and mouse IMO.

Any controller works. The game was designed for PS2 though and those controllers last a long time. I used a Logitech at first and it broke within a month and then got the PS2-to-USB and been using it for 2+ years...well the actual converter broke twice, but the controller still works fine
For PC specs, 1.6 GHz 512 MB of ram is enough to run the game. Since it was designed for PS2 most of the graphics are done on the processor so the graphics card doesn't matter much, but I would recomend the G-Force 6800 since its cheap and good. The more ram the better, but the specs I gave are minimal for a good gaming experience.
