Is there a reason that my IP adress is blocked, even though i've never played this game before?

your IP was blocked because either the Cabal online was european or korean. it is not the north american version. u cannot play cabal online because it is still in testing. after the 2nd beta test is done u can probably play it if there isnt a third beta test. if u have any further questions email me at shadyultimo@yahoo.com.
