I'm going to go with Vanguard since everything up until now (that I can think of) has been utter garbage. Now all that is required is for them to release it this year.
It's so bad I got sucked back into WoW this month...I just couldn't take playing nothing but BF2 after work. lol I've beta'd and demo'd everything I could since leaving WoW early this year...and man is it sad what companies are trying to peddle.

not many games were really inprecive in 06
Not really. I enjoyed ArchLord more then any MMO title released in 2006.
I really kinda envy you sometimes Gameloading. I really wish I could enjoy complete garbage to the point of total fanboism... You must be very easy to please.
If the game launched (not beta'd, not expanded, not selling preorders, but released to the public) between 1/1/06 and today, it is up for consideration.
Those that have yet to be launched may be up for consideration, but not at this time.
Those that have launched before 1/1/06 are also not under consideration.
Those that have been launched before 1/1/06 but have expansions, revamps, patches, and wholesale redesigns NGE-style this year are also not under consideration, since they were released to the public before 2006.
If the game no longer exists because it got cancelled, it cannot be under consideration.
So while we can get categories for "most improved 2006," or "most promising Beta 2006," or "best expansion 2006," the purpose here is to see what is the best game that has launched between 1/1/06, and today.

The funny thing is, I don't enjoy garbage, and I am quite hard to please actually.

I think this should wait until January 2007. Not all the 206 games are even released yet.
Right now I have to say Silkroad Online as well. I have never seen a free game hyped so much. Its also descent. Not as good as a p2p game but definetly the pinnacle of a free game.
There won't be such a catagory cuz they all have been crap, and i forsee them being just as bad in the future. Overkill comes to mind when i think of them anymore. When thousands of the type gets made oh god they are dead. It wouldn't be bad if you could change them but MMO is a create char lvl to get exp, equipment so theres no way you can change them
To the OP... The best MMO in 2006 imo is "The legend of Grondar". Dont try to google it, its an imaginary game, I imagined it. But damn, does it look good inside my head! #1!
I am the type of player where I like to do everything and anything from time to time.
I am sure the OP didn't mean only the MMO's that were released in '06, but rather all the games still up and running in '06. In this case I make my judgement on the following factors:
Freedom- What can I do in the game and how many things are limiting.
Community- Immature/Mature, Big/Small, Tight knit/Bunch of soloers etc.
Against the grain- Original or not done a lot ideas that were a success.
So my vote is the following: (Note: This doesn't mean I like the games either)
1. EvE Online- Things keep getting better in this game according to new records set. This game also hasn't changed anything huge that upset the community. The game is wide open and offers a sandbox feel. Good community and is one of a kind.
2. Shadowbane- Similar to UO and EvE Online in the sandbox feel. Smallish community, but friendly and helpfull. Outdated graphics, but this isn't the graphics awards. Build and destroy cities. Only 3D graphical game of its kind (L2 doesn't offer some of the features Shadowbane does and they have big bot problems and the community is hard to get into unlike Shadowbane).
3. The Saga of Ryzom- The above two offer the most freedom in their genre and are the two newest open games of it's genre, aside from L2, which has more bad than good. This game is a step down in freedom, but still revolves around the community instead of an item looted off a corpse. This game offers a new free unlimited trial and just recently released Ryzom Ring which seems to be a big hit in the community. Nothing but good news coming from this game this year.
Note: I know having Shadowbane up there will spring up a lot of debate, but since it went free the community has grown, bugs have been fixed and it is in fact the most open fantasy game out right now in 3D graphics. There are other games that did well this year, but are so narrow in what they offer, they just couldn't compete with open games like the above three. It is worth mentioning that open games require more imagination and community relations than their "single player like" MMO cousins. Games that revolve around the community, rather than doing quests and getting uber items will always win my vote.

Last I checked, you aren't the OP. The way the official contest works on this site is all the games release during 06 and all the games still running in 06. They could have been released in the 90's and they would still qualify as long as they are still running public servers. So people on the forums that know of mmorpg.com's yearly contest automatically judge the same way unless otherwise stated. The OP didn't state otherwise, so we vote the way we see mmorpg.com vote.

LOL, that one will probably win the Worst game in a decade award
I would vote for AutoAssault... because all the other release this year were unplayable POS or Lineage 2 bad ripoffs.
