That is a mod, and TH will get very pissed on the forums if you discuss it. The actual NGE UI is still the junky, ugly, clunky chrome thing that must have been designed by one of the producer's kids.
Edit: As a side note, Helios mentioned in the latest Galaxy Report interview that they would like to add support for UI mods like what is seen in other games. Hopefully that happens sooner rather then later.
EQ2 openly supports user UI mods. To the point that they document UI changes in their patch notes so modders know what to fix.
I've skinned EQ2 with a UI that is somewhat pre-NGE SWG like.
Since SWG's client supports UI mods in that if it sees the folders and files in it it will override the defaults, it was clearly designed as well to support user UI mods. If it weren't, you'd have to hack the client code to do it.
He might mean being able to add in your own UI windows and such. Like in WoW you can add in extra toolbars and stuff. At the moment I think you can only adjust the appearance of what's already there.

And it need not have happened. The purpose of the mods is to restore the Pre-NGE UI. They could cut the number of people using UI mods by 95% if they'd just make that UI an alt skin, given how easily the modders have done it, they could easily do it. They haven't made any serious effort to improve the UI.

The animation mods do add some spice to melee combat, but they also look awkward at the same time due to the faster combat speed. New animations designed for the new combat speed would be optimal and is meant to be happening with Chapter 4. I'm doubting that though since they seem to be putting most of their focus on getting the expertise done over everything else.

The UI has always been customizable although not easily done. Too bad the tools we're as readily availble during the time when it could have provided for a better SWG experiance.
I used to enjoy the game. The CU phase wasn't terrible in the game play sense although it did eliminate too many things which made the game interactive.
Actually, I'm glad the NGE came about. Not only did it show the industry of incompetence of SOE and LA it showed the community there's more to life then grinding Jedi; grinding alpha class fictional cannon is bad. The BEST thing I have took away from SWG due to the "New Game Enhancements" is it allowed me to find a game called EVE Online which is by far the most advanced and dynamic playing enivronment imaginable in an online game. Thankfully Nancy MacIntre has nothing to do with EVE, which is obvious 'cs there's a lot of reading involved.
EVE is not for everyone, nor was SWG, SWG-CU and SWG-NGE.
