I totally agree with Mjkittredge and also what he said about having a certain type of char more customizable to your need enjoyment what-you-like. You'll end up cherishing more what you're creating (althought a player can make bad decisions - such bad decisions could be undone somehow through a special NPC - maybe even do a small quest to unlearn skills - just an idea not really related to the topic, I know)
I, on my part, voted Lore orientated. Here's my reason why: One of the major ace-up-their-sleeves that EA Mythic has is the 20 years old Warhammer Lore that had its dev. throughtout the years since it first appeared, as we all know.
I've been playing the tabletop game (they use to call it wargames.. oh well..) and the pen & paper RPG for over 15 years. And over time I always felt that races where quite balanced if used correctly. For instance on tabletop wargames, a battle was previoulsy set for a certain amount of points to be spent - let's say 2000 pts. Each character, foot infantry, heavy cavalry, monsters, battlemage, etc.. would cost a certain amount of pts - through this you would have to carefully and strategically build your army (so yes there's already a tactic here). Those who never had the chance to play tabletop but played The Shadow of the Horned-Rat or its sequel Dark Omen might for sure remember this. It was the same principle.
This bring to my original point - at a tabletop game all races could win or loose and it all was pretty much balanced. Depends also on luck of the dices, player wits and wisdom of the game. Pretty much what couldwould happen on WAR imho.
(Thought I remember I would use my Chaos general on a dragon mount - it can flies and appears somewhere on the battlefield - and then engage the other general use some buffs and skill cards to totally crush him.
Anyway I also lost battles where all seemed like I would crush this entire orcgoblin army - quite not - some snotlings just started to run towards me - those damn snots - they ended up on my Chaos calvalry and I was just delayed to charge - one of the most powerfull thing Chaos cavalry have. My calvary was then annihilated by orc catapults and bolt throwers. Soon mighty Black Orcs were all over my mounted general. I just badly played that wargame session).
But sitll there's a few questions that remains in the back of my mind. OK, I voted Lore, but then again could Lore be totally balanced? I certainly hope so. And another thing could Lore be correctly implemented on a MMO? Race Even does seem also a good idea but I chosed Lore in the belief that it would already be balanced.
People who come play this game (should) come for PVP, if you wanna do pve there are 50 billion games for you out there.
Ignore PVE balance, I don't care if some class is uber hard to level, pve leveling is just something that needs to be done and then you get to the game, I used to play muds where there was NO pve balance, try playing one of those old games and choose a hard as hell class, they would inform you it was hard, they would warn you and warn you again but they would let you choose it, knowing it would take you twice or 3 times as long to reach high levels as the standard newbie classes.
Every retard can swing a sword, but being a psychic or a magician is harder

im hoping for something a little more innovative, or at least an even class system,
