I'm also voting for "None of the Above." You're not going to want to hear this, but if it's the grind itself you're getting bored with, none of those three will satisfy you at all. City of Heroes is suffering from a severe lack of variety of mobs and options (you do the same thing at level 30-40 basically that you did at 10 -- just like in FFXI).
Lineage 2 would have more options for you, but at 15-20 hours a week, you may never get to the endgame before quitting.
I'm also a casual MMOG gamer, and unfortunately I can't find a single game that held my interest for more than a few months. Ultima Online was one exception, but after that the only game that I lasted past the free month for was Planetside (because battle ranks in Planetside don't give you an edge in in-game weapons necessarily, it just enhances how many options you have at one time, and thus a BR1 could kill a BR20).
If I were you I'd take a look at some of the more uncommon MMOs in the genre and see what appeals to you. The entire genre is a hobby, so unless you really commit, you never see rewards.
I have tested both L2 and CoH and I'd go with CoH since the character customization is far beyond superb. It took me over 10 minutes to choose what I am going to wear @ CoH and as for L2... tons of twins everywhere and lack of character customization and takes less than 2 minutes to choose before going in multiplayer.
I have never tried FFXI and I heard it just plain boring and any of these three games, I'd go with City of Heroes... for sure.

If you dont like the grind on CoH your kinda missing the point. The game is hugely fun because you see lots of content while working your way up to the high levels. In lots of games you need to grind to high levels to start having fun but not in CoH. Fun starts from lvl 2 (lvl 1 being a tutorial). just play the game for what it is and dont make your sole goal levelling up, because all games become grinds then.

Grind means doing a repetitive BORING task... Thats the difference. COH is not boring. Basically, if you are a gamer who seeks to do something repetitive and boring so you can get the next carrot (loot or level) COH is not your game. If, on the other hand, you enjoy a game for its gameplay, progressing and customizing and building your characters skills / powers, and having fun grouping with others doing missions, then COH is for you. In COH, you can hide behind things, you can superleap onto build rooftops and sniper at a distance, or run and leap, and combo with a variety of different attacks... Compared to other MMORPGs, I think it's pretty much "twitch" action... And when you get a team of 8 heroes doing a mission together, all with different power set combinations, its just soo cool... no sit and wait and pull... its bangbangbang, assisting each other, controllers and defenders healing, defenders and blasters snipering with lighting bolts or blazing fire attacks, gravity controllers opening up wormholes that launch huge objects like cars or a forklift at the mobs, storm controllers throwing piles of mobs away with a "gale"... Clawed scrappers leaping into the fray and unleashing a variety of different moves: swipes, slashes, and spinning whirlwind attacks that damage all around them... And all of the heroes are customized and reflect the imaginations of their creators...
COH is not a grind. It's fun. You are never really bored unless you are playing just for the sake of leveling in and of itself. Personally, I think people who call COH a grind are in fact so entranched in the old "grinding" type of MMORPG gameplay that they have totally forgotten that games are supposed to be fun... Walking for 10 minutes, or wandering around killing baby wolfs for gold and loot is a grind. COH is not.
At least in COH the encounters are not "wandering mobs" that you are simply slaughtering and looting... These are real crimes in progress (muggings, gang fights, thefts, robberies, drug deals, etc.) that you are trying to stop, real civilians that need your help... There are actually npc civilians that DO SOMETHING... Its just a fun game because it lets you play hero in a game that is faster paced, where you have a veriety of different attacks and gameplay strategies, as opposed to standard repetitive "pulling, autoattacking, etc"...
COH is a fun game... I've beta'd it since beginning of March, and I bought it... I don't know much about FFXI, but I've played DAOC and in my opinoin, COH is alot more fun...
I beta'd CoH, and L2, even though I found the super-hero hack&slash kinda boring I would definitely go with CoH simply because I think there's a fair possibility that in a few months (after additions made includeing the "City of Villians" expansion) it may become more enjoyable. I absolutely hated L2, you'd have to pay me (well) to play that thing. Right now though I personally think the best thing to do is sit and wait, there're so many great possiblites in games coming out the next months I'd save my money and wait.
If you wanna be a hero and not fight other players go coh. L2 is for pvpers mostly, the first lvls are tough but it gets better. Coh gets boring after 1 week. I was in beta and i was bored outta my mind same old repetitive stuff except with l2 you can at least play another role as a bad guy.
L2 is a very greaphicly beautiful but I didnt find the gameplay all that entertaining, as far as CoH as you can see is the popular vote and its fun Ill admit I just couldnt get into the game that much. I still play FFXI mainly due to the fact Ive got enough friends in game that I can still get into a party pretty much whenever I need one if not for that fact I probably wouldnt play it any. But if your looking for a game to play CoH is probably your safe bet for some fun for a few months at least.

Does the person telling you about City of Heroes have a hero past level 20? No? You don't know? Then his opinion of CoH game content isn't worth squat. I was in the beta for months and spent a good part of that time with characters that were bumped to level 34.
Unlike some other MMORPG's, CoH content is "unlocked" as you level.
New missions, new "dungeon" layouts, themes and textures. Besides cool new outdoor zones to visit as you level, you receive indoor "instanced" missions with completely new themes. CoH newbies whine "why is my mission always in a sewer". Then they level, meet new contacts, and suddenly they are exploring "dungeons" with completely different themes, which includes different textures, different layouts, and different NPC's and props inhabiting them, and of course new mobs.
New mobs, with new behavior and new models. Another newbie whine, "All the mobs are humanoid". That's because you are new and CoH saves is coolest content for people who get a couple levels. I remember when I picked up a Circle of Thorns mission at lvl 13 expecting the same old mobs, and I was in shock when faced with a dungeon populated with stuff I had never seen before, phantasms, demonlords, look amazing, with powers and mobs behavior I had never seen in any game.
New story arcs. Those missions you are receiving? Pay attention to what your contact ("NPC quest giver") is saying and to what the mobs are saying... there is a story unfolding and once you have completed the story arc, you'll get a final mission for the story where secrets are revealed, you face a final boss, and/or retrieve the final story artifact. For folks who like a game to have a story, CoH delivers. And the stories get more complex and involved the farther you go. Including special rewards for completing an arc.
New powers. When you are low level and only have a few powers, gameplay can seem simple. When you are past level 20 and the number of powers you have has tripled, gameplay is anything but simple. There are more ways to build a character and play a character in this game then any other MMORPG out there.
Is the person telling you about City of Heroes so used to how other MMORPG's play, he can't wrap his mind around a game that breaks new ground? If you walk into CoH with expectations that it has to be like <insert favorite MMORPG here>, you will be disappointed. CoH gameplay is fresh and new. Go in with an open mind, and you'll soon be addicted.
Does the person saying City of Heroes is a "grind" bring the belief that MMORPG's are only about leveling to the game with him? I have a problem with CoH leveling; I am leveling to fast. I had to slow down because I was missing out on some low level content. Leveling is a "grind" ONLY when there is no gameplay besides leveling. In CoH, that is in no way true. Stop worrying about XP and levels. Start exploring the city, start completing all the missions and story arcs provided by your contacts. Team up with new people. Start or join a SuperGroup ("guild"). In short, have fun!
