Why is everyone concerned about "following the lore"? You realize without evil races, much of the lore is already messed up. Hobbits are laid back little beings who do not desire adventure, ever. However, we have thousands of them scuttling around on the field. And are you (referring to the lore fanatics) saying the population ratio between the rest of the races are even? There's no point to flame the OP when it's basically a matter of his own opinion.
As for my personal thought: Yes, I think they should add playable evil races, or at least expand monster-play more. I want to be able to choose how much crap I have on my face as a Goblin, and have more customized skills.

You speak of the evil side of the lore. When in all actuallity there is no real evil side to the story. Jus a vauge description of the evil races, That they are slaves of sauron. That sauron controls them and what they do. There is no real description of their everyday life to base a character off of. They do not have cities or towns that can be put into the game. Were would the quest at. They can't quest in the shire or in breeland. They would be very limited in were they can go. Besides at this time in the history of middle earth it says in the books that sauron was calling all evil to him for the war he was preparing to wage. Even gollum who was not originally evil and is debated if he is actually truely evil couldn't resist the call of sauron.
There are way to limitations put on the evil races by the lore to make them a feasible and fun to play race. They are affected by sunlight, Well the vast majority of them are. They have to answer to sauron and follow his commands or die. Tell me does that really sound like a fun race to play?
Remember this story is written from the side of good. Tolkien did not delve into the evil side or make it more than a backdrop to give the protaganist something to fight against. We know for a fact that they loose in a big way. In my opinion there is no evil side to the lore worth playing.

Perhaps it is that exact reason of a non-existance evil storyline that will keep playable evil races from being a reality. Let's say the Dev's decide to advance the storyline or add to it, they could produce content for the evil side. However, that will most likely bring up issues about being faithful to Tolk and the lore. I guess I'll have to stick to my Hobbit that plays the flute!

You can't play evil races here in LOTRO because in middle earth all the evil creatures are controlled by Sauron and his right hand man Angmar. Evil races have absolutely no free will of their own, they cannot go out and say "hey I feel like adventuring today, let's go chop off some hobbit's feet" or "I feel like crafting today so I'll stay home in Bara-dur today and make pretty flower vases from elven skulls". What the evil creatures are, are nothing but slaves of Sauron and they only do whatever Sauron or his lieutenants commands them to do.
