Vanguard is in its current state despite having had most of the original EverQuest team involved in its development. I don't really see how a guy from Planetside could possibly do any worse.
Who knows? Maybe his time at PS has taught him what mistakes to avoid, and what NOT to do as he steps into the thankless task of overseeing VG's revamp. It might not be such a bad thing after all.
Either he will be up to the job ... or not. Time will tell. My impression however is that Planetside was never awash with cash, so I expect that he knows how to get the job done on a budget, which after all seems to be what really killed Vanguard under Sigil.
Anyway, if you think of Vangaurd as a soap opera rather than a game, it needed some new villans/heroes now!
Besides, now SOE own it they can pull in elements from other games they own that actually work, and try to leverage it up to a good game. But i have my doubts.

I remember when Masters of Orion 3 came out...was going to be such as great game...shame it was a pile of dog doo...they patched it, and people created mods to fix the rest.....
I waited for a year on that title (since I luved the past two ones), checking the site and all, and even went against my rule of "wait a month to two before buying to check the reviews". A real disappointment... So anyone up for an MOO MMO?
As for the new person, well, sometimes taking someone from the outside happens to fix things up. To look in from the outside or so to say. Planetside is on maintenance mode, so might as well direct resources from it. Planetside is ok for Station Passes, but not for about $13/month.

Hmm from the sounds of it this guy is just a manager. He isn't making game design decisions, he doesn't have the vision as to where the game needs to be in 12 months. If that is exactly what he does then he's failed in his stakeholder management duties - whoops godly word, my bad - however yes stuff like money and budgets and milestones and monitoring and making sure that the designers do indeed have a vision of were the game will be in 12 months - the godly word is scope by the way - and if the higher ups do want change then an impact assessment is clearly reported upwards and if the change is to go ahead then adequate configuration control is applied.
Now I would expect that he does indeed have a budget, a timescale, a scope of work and a quality threshold to achieve. 12 months? Could be.
Seems to me like people are just looking for something to bitch about. Planetside was a good game, and the conclusion I've come to on Planetside haters. You were too young to play and your parents wouldn't pay for your accounts. So you whine and cry about it and use it as a comparison even though you never got to play it.

Thom or Phathom as he known as in V:SoH was the lead PlanetSide dev for almost two full years. There is no reason why he couldn't have left a post stating that he was going to V:SoH as the project manager. It is rather sad he didn't do it. And your reason for him not doing some is quite bad.
