I'm not sure it has to. If the game is not ready, if they made errors in judgment, if they realize that certain elements don't work the way they intended then they "should" keep the game in development.
It's not a "hey, we tried, made some errors and well, we couldn't get it right... so here it is" sort of thing.
If it's not ready it's not ready.
The real problem is that it's too risky to make these games and release them with yesteryear's standards. Players won't come or will bash the game and that will be it. Players are just getting upset because they were promised something and they dev's just can't deliver on time.
To be honest, it is more clear now then ever that these mmo's are just so difficult to make that after Dark & Light and Vanguard, you now have companies who are pulling the plug on projects becuase they just can't deliver.
It's getting to the point that dev's should just not talk about their game until they know they have a completed, polished product that works with the beta testers, the dev's and that they can release shortly thereafter.
Bioware has it right by not discussing their game. Keep it out of the public eye until you are ready.
So, it doesn't matter why it is delayed. In theory they should be able to scrap the whole thing and start fresh. But obviously there is a point of no return with regards to the monetary investment.
The game is not ready. That's it. Things just didn't work out to make it amazing. Just "good". They want amazing.

Game looks like alpha stage atm , i really dont know why they hurried to realeased it with only 2 years of development.
Wow was in the makings for 6 years , was beta for a year and a half and so on.
Aoc is in the makings for ov er 5 years now and beta a year .

Mark my words game needs at least a year in order to be half descent , and they will be delay it again. Actually hope for more delays else you just gonna be delivered another Vanguard.

Lastly as an up till recently daoc player im really disapointed of how things are going , and not only because of the bad graphics or buggs and such , im more woried about the current state of wars pvp , which is skilless , spammable zerg fest.
Go back to the WoW forums and wait for AoC to release.

here is my take. No this is not a quote from anyone at mythic. The beta works levels 1-30 (check) we have every class in the game except dark elven tank and high elf nuker. other reporters I know, have seen tier 4 and say it looks like it is ready to go, so we can expect that content to come up in beta any day now as well. so all we need is to polish. its not like wow where you need to script instances and encounters

Trolls keep trying to imply that there are "huge" changes that need to be made to the game, but every report we hear from gaming sites and magazines that actually have played the game all say the same thing, WAR is working and just need polish.
I'm not surprised that some people have gotten burned out by the WAR-hype. I think Mythic might have handled some things differently as far as their marketing, but we have to face that in this new era of MMORPGs no sane company is going to push out a half-finished game.
The MMORPG community has evolved to where they will no longer pay to beta-test a game, and that means we have to accept delays. I'll take delays over bad products.
It's funny people say stuff like the Blizzard is laughing. Blizzard wrote The Book on delaying games until they were ready. Or are people's memories so short that they forgot all the whining to release WoW for months before it went gold?
And Mythic has said many times WAR is not meant to be a WoW-killer. Only a maniac would make a claim that their game could do that.
Sure I'm disappointed and I can understand that others may turn to other games that are coming out. At least there are decent-looking options out there, rather than only a single choice.

And i guess all other hundreds of " honest reports" which were claiming that vanguard was ok , horizons was a perfect game and so on were truthfull unbiased and honest as well
Here are the facts like it or not , there are 3 delays atm , one beta cancelled and lots of negative info inside beta forums .
As much as we all hate delays its better than releasing unfinished content and bug ridden games. Take everquest for a good example, every time they release anything its packed with bugs and almost totally untested. Then they spend the next 6 months fixing it and just as its starting to work well they release another unfinished expansion that screws everything up. I cannot wait to play a game of this caliber but I will maintain patience until they have decided its ready and release it.

Well kudos for them for not going ahead with a buggy unpolished game but ofcourse we all knew Mythic wasn't going to release anywhere near AOC. So lets not give them that much credit ok ? Now they run into bigger issues because now they have to compete for players with the likes of Guild Wars 2, Stargate Worlds and Aion on the way. If it gets pushed back even more then they run the risk of competing with Bioware and Blizzard. WAR may be over before it even starts unfortunately.

And go back and look at the old previews about Vanguard. The signs were all there about how that game would turn out to anyone who knew what to look for and wasn't a McQuaid-blinded Vanboi. Same thing for Horizons.
If you're currently listening to biased beta-leaks for your facts about WAR then it's obvious why you would have been misled with Vanguard and Horizons.
I prefer to get my information from slightly more reliable outlets.
