I've known about this restriction for about a year. yeah I agree guilds with keeps should be able to destroy other keeps but not capture them. don't think its that a massive issue, and if enough people ask for it it will happen.
No the game was not tested, it was played by fanbois in closed beta. If you said anything they did not like they would say go back to wow if you dont like it. The fanbois didnt realise the beta testing was actually about testing and not saying to Failcom everything was working great. beta testing was a joke, no wounder the game is in a poor state. I laughed at Avery when i said many months ago that sieging was not in beta, and he replied with " so how come im firing trebs at a keep keep" . This is how I knew he wasnt even in beta and just spouting pure hype.
I remember that thread actually. So you're saying that sieging wasn't even in the game?
Also, as far as I know trebuchets aren't in the game either. Anyone heard anything about NPC cities attacking Guild Cities???

I don't think they will be able to fix any of those problems. I just don't believe it, that sounds like PRE-ALPHA stuff being tested, ideas they are toying around with. Like a lot of other things. A lot of stuff gets scrapped or totally re-worked in that stage... but we are playing a retail release game.
