First of all, while I've done a fair amount of searching, I have not found anything to answer this question... if you have a resource for me to take a look at I'd greatly appreciate it!
Anyways, I'm getting extremely bored of WoW's huge gear grind to even be competitive in Arena, because in WoW gear > skill, until everyone is on an equal gear-based level. So, is WAR going to force a huge initial armor grind so you can be competitive, or will skill be the major factor?
Maybe this information still falls under the NDA, maybe not. Just thought I'd try.

40% of gear matters in WAR. thats a huge chunk! I have a feeling it's all about the gear, seeing as though the best gear comes from city sieging and now they are down 4 of those cities to just 2.
The focus undeniably will be on gear, when you do the battles over and over again the only thing to stop you being bored with the resets and knowing where to go each time will be how easier it gets with better gear as you get it over time. Thats just how i see it though. If you like PvE aspects your screwed. If you like crafting your screwed, your forced to do city attacks to potentially get a piece of gear - just another name for Public Raid.

This is misleading.
Gear helps...But skill can overpower gear anyday.
as long as the well geared player isn't skilled also.
when the NDA drops i'll update more. but a good player can over come the different in gear levels.

My biggest concern: is gear going to be the ONLY factor in determining the outcome of a battle, like in World of Warcraft, or will the skilled players be able to compete? Obviously gear should have an effect on the battle in a duel versus equally skilled players, but it should not be the only factor.
In WoW, if you try to fight a character in full S3 or S4 when you have S1, you will not win, unless the well-geared player is completely terrible. I don't want this to be the case in WAR... guess I'll wait and find out though.

yea... i remember defending the flag in green/blue gear once as a feral druid and someone yelling at me how "noobs in crap gear should not defend"...
but mythic said that they dont want the pvp do be gear dependant... but obviously gear needs to have SOME value or else we'll have AoC where you can run around naked and take maybe 30 less damage per hit then a fully plate geared lvl 80... wonder if they fixed that
of course the better geared players will have an advantage, or else there will be no point in getting gear

This is a point and click, turn based (wait for your attack, D&D) RPG, just like all the rest of em...it'll be gear based. You can dance around all you want, but the enemy will still attack you. This isn't an FPS where you can dodge, get hits in skillfully. The only 'skill' I can see is the certain ability combinations, but they most likely won't be profound enough to really turn the tide of a battle if the opposing force has uber gear. It's numbers based.
So, OP, to answer your question - it's gear based, for the most part.
Its group based.
If you don't have a group then you'll die soo easily, can't solo like in WOW because everyone seems to help eachother.

Not one of you mentions renown points, I feel if thats anything like realm points then it really is unfair to say WAR will be ''gear based" but what do I know . . .
It's the same concept - just a piece of armor, ability, anything that you can potentially farm and use to have an edge over an opponent.
Meaning, it's not SKILL based, but rather "advancement" based (or whatever the fuck you want to call it).

It's basically gear in the form of 'rewards'.
If this is what it is, then that seems good. Group battles require tactics and skill to perform well as a team and have each player use their abilities to best help the group. However, you need a group of smart and dedicated players to do that.. so we'll see how it actually turns out.

I see no difference then with Wow:
- player skill
- talent settings (71 options per class)
- potions & elexirs
- profession buffs (new in WotLK)
- general buffs (coming from goup members like seals)
- gained territory buffs or morale (just like in Terrokar and Hellfire and extended in WotLK open world PvP zone)
- communication
- group (healers wanted )))
- gear
The only difference I see is that Wow's avatars have a constant mico analysis through Arena play. I believe WAR doesn't have this control function as Arena will be no option.

In Arena their score is shown all over the web and in their stats. That's why people cry over Arena and Wow PvP is hated by some. It's too harsh.
The fact that every class can have a 2200 score in Arena shows that PvP is of course balanced in a group mode. It all depends of the player and the group settings.
Not everyone is Carl Lewis, but they all think they are Carl Lewis, hence the succes of anonymous world PvP groupings.
Blizzard made a big mistake with the arena ratings. Pity. But perhaps they can rectify it with the nameless open world PvP - NON instanced btw.
Warhammer will be very interesting. I am very curious how they solved the balances of classes and moaning of PvP youngsters.

WAR won't change the trend. It will be just another game with milions of copies sold, because of the hype and then drops to 100k subs.
All these RVR, SKILL, COMMUNITY... blah are just words used for a precisely accurate marketing strategy to lure the people like you that believe all the shit they read.

You hit on another point regarding pvp. If you fight an equally geared and equally skilled player, you are going to lose 50% of the time. That is just a hard fact. Most players will cry about something being imbalanced if they lose 50% of the time. It's eaither going to be class balance, or gear balance.
As far as WOW's open world pvp zone. It is called Lake Wintergrasp and it's currently being tested. It looks pretty cool with ridable seige weapons, anti-personal vehicles, catapults and all types of neat seige weaponry.
