I stopped playing this game July of last year and was wondering how hard it would be to come back. I had a few maxed characters but not sure if the cap has changed. Is there any decent new low end content? How are the sorc and bard classes looking now? Any major changes to them?

Sorcerer will get new spells in Module 9, so that's what will change most for them.

The game is very accessible for a returning player who's not been spoiled by excessively simple formats. While you might have to undergo a few hours to adapt after playing something like WoW it should be easier then getting back on a bicycle.
Level cap is supposed to be raised to 20 with the new module and using a little logic with minor investigative skills I think it will go live no later then the end of April; Turbine is hiring Temporary GM's for a 2-6 week time frame which seems logicial to cover the date of when module 9 might go live.
Exactly. New Module will have many UI (interface) improvements as well, so it should be even easier after Mod 9 than ever.

That's only UI changes, there are many others, including some valuable bug fixes. As mindspat said, level cap will go up 4 levels, giving many new prestige enhancements (giving you prestige class) and capstones (lev 20 final enhancements) for those who didn't multiclass, supposedly for balance.

The very beginning content is a bit cooler you get to see a white dragon and stuff. They redid some stuff added some new stuff.
The content after level 3 or 4 though is mostly the same and IMO the dead zone of level 7-10 is still there and needs to be addressed.
As far as I can tell there is no reason you can't pick up right where you left off there are always people re-running stuff, at least on Thelanis. One of the virtues of games that have a lot of types of builds people re-roll alot. This game and CoX are some of the most re-played because of that. Turbine just needs to about double the number of character slots. They need to take the hint from Cryptic, seriously, people have like 30 alts in that game and probably would in DDO too.
I'm glad to hear that this game is still going. I was considering giving it another try, as it really is one of the most unique games out there. Definitely agreed about the character slots! Making alts is at least half the fun of this game since it is afterall D&D ^_^
