According to the Beta Signup page they haven't updated it for the Open Beta yet and will be taking applications sometime in the future. The August 16th deadline was for the closed beta signups. Open Beta Signups haven't happened yet.
There really hasn't been any offical information released yet. But some are speculating that the signup page will be updated on the 31st or sortly there after with the abilitiy to signup to get into the Open Beta. If you where in any stage of the closed beta you are already in the open beta and do not need to do anything to gain access at this point.
Also they will be limiting the number of people allowed into the server and slowly upping it as they improve the hardware and software to support the load.
Right on there signup page it states at the bottom
"We will also be starting the application period of the upcoming open beta on Windows in the near future."
So one can assume that the page is going to get updated at some point to signup to get a open beta key.
Also its more of a stress test then a actual beta. At this stage they are purely worried about stressing the server and making sure it can handle the opening launch conditions. I really doubt much will change between now and launch other then very basic changes and server changes to support the load.
I dont think people have to worry about being "accepted" into Open Beta. They've already said they are limiting via logins, so it will most likely be like old school "real" Open Betas, where they have a page you sign up on, and they automatically give you a key after you sign up and then just add it to your account. This is all just speculation, however, but honestly when companies lie about having Open Betas all it does is just cause people to dislike them or not be able to try the game and eventually buy it, so I'd assume Square Enix is smart enough to have a real Open Beta.
Having a real Open Beta is usually linked to the actually quality of the game. If the game is good, having a real Open Beta gets more people to try it and see that its good and will result in more sales. If the game is bad, having a real Open Beta is bad because then no one would buy the game to try it. If the game is average, then they might have those pre-order Open Betas.

This is what I am thinking as well. SE will allow people in until servers are stressed, do updates, then filter in more and more, lather, rinse and repeat. FF11 was first released in Japan a bit too early and for about the first few months the game was almost unplayable. I hope they learned from that mistake.
ff 14 = ps3 in march, ps3s are regional, only makes sense to get this done now with a title that will sell more ps3 copies then it likely will pc copies =D

Along with the completion on investigation and correction of the critical issue, we have decided to begin FINAL FANTASY XIV Open Beta Test on Sep. 1, 2010 at 19:00 (PDT).
Starting on Sep. 1, 2010 at 19:00 (PDT), acquisition of registration code required for FINAL FANTASY XIV Open Beta Test will be available.
