When you buy the box, you get ALL of the content, ALL of the armor, access to ALL of the weapons and access to ALL of the skills. There is nothing in the planned cash shop that will improve your charecter at all. No double XP coins, No mana boosters, no special weapons or mounts. The only thing in the planned cash shop is coustumes, name/server/sex changes, extra charector slots and expansions to the game (when and if any are released). Addational storage panes have not been confirmed.
Guild Wars 2 is a Buy the Box to play game. PERIOD. There is no need to EVER use the cash shop. This is a design goal of the developers; "there will be nothing in item shop that affects game play, ever."

It's worth noting that even you think of cosmetic items as "content" - Anet understands that some players are all about earning cosmetic items and achievements. They have talked about several ways to earn such items, through dynamic events, personal story, achievements, etc. So you can still have that gameplay experience. If you are going to attempt to argue that offering a few extra costumes that may or may not be earnable in the normal game (and which haven't even been confirmed as being offered that I've seen) is somehow ruining your gameplay experience, then I don't know what to tell you.

Well, personally, I am play to achieve gamer (rather then pay to achieve), so i would rather pay a sub and play to earn my 'fluff', but thats just me.
Like i say, now I know that I will have to pay extra for all that now i will probably pass on this game. I am sure it will be great for the people that like to buy their in game stuff for their character though
Assuming you're not an incredibly talented troll (and if you are, my hat's off to you -- I stand in awe of your passive/aggressive approach), giving this game a pass because there are a few costumes or pets in an item shop that you can't otherwise obtain through grinding, is rather short-sighted. Seriously, if your make or break issue is something as inconsequential as this, and you're seriously not captivated enough with the rest of the game to put out for the price of the box, you're right, this game isn't for you.

It is buy to play - you buy the box and that's it.
I'm not certain, but I don't believe there has been any specific information released about a cash shop, though there have been mentions of it. We don't know if it's just things like character server transfers and race changes, cosmetic items or what (though I'd say it's safe to assume that there won't be any stat-changing items available).
I don't plan to have the argument on whether cosmetic cash shop items should be included in the box price, especially considering it's a game with no subscription fee, but hopefully that answers your question. I can assure you that Anet will not want anyone to feel like they "have" to spend additional money beyond the asking price of the box (besides maybe expansions).

As I just said - whether or not the game is buy to play (whether you buy a box or not) and whether there is a cash shop, are separate decisions made when forming the payment model. You could (in theory, assuming you had the revenue to be okay) create a B2P game without a cash shop. Anet chose to include one. All Buy to Play means is that you pay for a box but not the subscription fee.

buy makeover/sexchange/namechange
buy campaings you dont own yet
buy costumes ( not usable in pvp, no advantage, only 4 available and its the same look 4 everyone )
buy goty pack( bunch of weapons that were offered in the 1º campaign preorder, unmoddable, not realy relevant)

yeah, I bought the Sims 3 (for the GF you understand... lol), installed it, played for 2 days, saw how little was actually in the core game and how much content was in the store and just thought screw it and uninstalled

ok so it took them 5 years to add fluff items. Better than most games and it was recent so I missed it cause i stopped playing gw1 along time ago

Those sold pretty well in GW so you will find them very soon in GW2
Also the MMO community has changed allot in those 5 years so people are more open to paying for fluff.

Maybe you need to read the OP...he does not want fluff items in the Cash Shop.
For me it is not a big issue...I have paid for fluff before.
