Perhaps in order to use lightning you need to draw from the dark side. Maybe that's why Jedi don't use it. Purely a guess.

So from what I've seen and read, force lightning is the ampification of this portion of the force to the point of an electrical discharge from the organic flesh of the force user. Since it is directly related to the darker portion of emotions and desires it tends to corrupt the user, but I believe the stronger Jedi are able to harness this while keeping the influence of these emtions in check.
