It is like a basketball game you get tickets to but they tell the people that bought first they can see the first period and you get to come in during the 2nd period. I can judge them off of that decision also. Yes at 2nd period there is going to be a flood of people coming in getting into seats causing problems at bathrooms and concession stands, but the game is already going. Whether you are outside with a ticket, waiting to buy a ticket, or just watching from across the street all can judge how it is going based of what they see from their point of view.
I could make the most techinically flaws less game that lets millions log in with no errors, ques, or server crashes, but if the way I sell or let the people into the game sucks due to a business practice my launch is sucks.

A pre-order is not a retail copy... You said it yourself, this is not the offcial launch, a launched game is a game that I can go buy install and play. Only then will the true launch test begin.

I cannot judge on the servers, but the staggered launch idea was horrible and can be seen by checking the official forums nerdrage. I would much rather sit in a que showing the numbers in front of me, then sit on my e-mail clicking refresh hoping to randomly get an e-mail. Also rated it as bad as half of most peoples guilds are in the game playing, and getting a huge headstart on the rest of the players(same with familys and friends being split up) and preventing them from leveling together.
As for launch, yes even BW stated it's launched in their official startup message.. hard to deny it as launch when you see the developers posting it has launched haha..
I am still confused by what the difference is between this and just having people sit in queue's. If the goal is to avoid :ZOMG WE ARE IN QUEUE's"...you better stagger it over a month because this is sort of pointless.
It is like they are still stress testing the servers. If the goal is to ensure 50/50% balance between the faction that has already failed because the servers are not locking when full.
