That number is derived from the highest possible number for that quarter (Q4/11). And yes, that's how they all operate.
That number has gone way down since then, just like every other MMO except for WoW in its hayday.

I think it would be kind of strange to say "over 2 million bought the game, but 1.7 million are active" if they were counting all boxed sales and those playing as being active.
Something would be amiss in that case, like a lot of people bought the game but didn't play it, or they allowed players to put in their CC and then cancel, which took them off of some kind of "list" but, then again, the call was today, so using a word like "has" would be current tense, instead of "Had" being used during the time of the statistics.
Though technically, anyone who "had" subscribed for the 1st month would still be subscribed... and it is technically just over the 1 month mark... so -- yes it is confusing. All we know is that SWTOR had an exceptional first month with over 2 million boxes sold... "and growing"
