If dyes were account bound then each account would only need to buy dyes once. Now that they are per character i can see myself selling unidentified dyes quite a bit more, since each new created character would need to unlock colors.
Its not just for cash shop reasons - remember no one is forcing you to use the shop. Its also good for the player evenomy as you'll be able to purchase dyes from other players. It also helps game balance in my opinion, since dyes were and probably still will be a gold sink.

Identified dyes, true. Unidentified dyes you can sell still. Dyes won't be a major source of income in GW2, however there are plenty of other means of income, such as crafting top-end armors and weapons to apply the dyes to.
Ya they have removed the income side of dyes. If I am going to spend money on a dye I will want to know what color I am buying.
The new system (the same one you dislike) allows you to craft specific dye colors. That is where the income and progression is.
I keep seeing the "I don't want my male character to have to be pink!" argument used against the new dye system. This is complete bull. The new dye system does not remove previous unlocks on your character, you will always start out with a variety of neutral and unique colors, regardless of what you find in the wild.
Nevermind that you can craft specific dye colors, which you couldn't do in the previous version of the dye system. So the new dye system is actually less grindy.

But I want to scream "foul" so I will, I will, and there is nothing you can do to stop me! It's an _OUTRAGE_ that the system is not exactly as it was because it's an _OUTRAGE_, that's why! I'm totally throwing a hissy fit over it! They said that they'll make money off cosmetics and they do something that may or may not make them more money off cosmetics so it's an _OUTRAGE_ and total disgrace! Waaaah!
Honestly, WTF? Colors are important to me, my characters - all of them - have to have dark blue and green colors on them, but what the hell? I'm pretty sure I'll get some right from the start, and I'm looking forward to experimenting with different shades of blues and greens each of my chars will collect; I'll be buying (for ingame currency) un-identifyed colors just to look what new color it'll get me; it shouldn't be all that expensive, and if it will, I'll be selling those colors as; and if I'll desperately need some green-ish color, I'll craft it. I totally don't see what's the damn fuss!
While the dies are nice it's not something that bothers me seeing as the game has no sub, it's just a visual added extra and they have to make money somehow.

You can place four dyes into the Mystic Forge to create a new Dye.
