Take away all races and what fo you get? Empty shells and characters who look the same and have no history or background. Races are important in nearly every MMO I can think of, Even in games where humans alone appear. Remember, humans are a species. In Elder Scrolls the many different humans are treated as races because of their many differences. In many games the entire story is based upon racial differences and the conflicts these differences make. In a game such as Elder Scrolls races are damn near the most important thing. People were hoping to play as an imperial and was disappointed when they were left out of the factions, because the lore created demanded this. Now there available, but only if you pay extra. Races are not vanity items.

Doesn't qualify as a vanity item for 3 reasons:
1 - has unique racials/skills;
2- Its a new race and as so it's considered in-game content;
3- You can buy it later on through the upgrade pack, from basic pre-order to CE.
Throw in there that it's a race a lot of people have been asking them to put into the game since they announced the race and faction setup.
How silly of anyone to complain, it's only $40; $20 cheaper than the "core game".
What people have asked for is irrelevant. The product that is being offered is chosen by the vendor, it is up to the consumer if the offered product holds proper value.

When I go to the Texas Roadhouse for dinner I can get the steak and potatoes for $14.99 Or for $20.99 I can get the steak, potatoes and shrimp. You pay more you get more. My generations sense of entitlement is disturbing.
You have 9 other races to play, I doubt any of you will be leveling all 9 to max and finishing their quests anytime soon. If you do eventually finish all 9 races I sure hope you could muster up the 40 dollars in that time to upgrade to digital CE. If not you probably shouldn't be playing subscription based mmos.

Are you dense? Supporting something you know little to nothing about is quite possibly the dumbest financial move to make. Your blindly trusting a game 2 months away from release that still has a damn NDA. Mounts, skins, I have no problem with these as pre-order bonuses but if I pay you $15 a month alongside a $60 box price, I damn well expect to get everything the game has to offer. It just shows how bad the genre has become that people will accept shit like this, hell defend it even.
But what you expect isn't the product being offered. Your $15 is for server access on a monthly basis. The $60 box is the base game. If you expected otherwise, the fault is totally on you.

Player A doesn't have a preorder bonus. Player A doesn't buy the Imperial Edition either. Player A always waits a week or so before hopping into a new MMORPG, both to see how well the game does and to let the initial player crowds clear out. Player B buys the Imperial Edition, and they preorder it. Player B is an early adopter and doesn't mind the crowds. Player B wants to see how good the game is, rather than hear about it.
If Player A wants to see content from multiple Alliances, Player A needs to roll multiple characters. Player A's characters are restricted to particular Alliances, but they still must roll new characters to see new Alliance content. It takes Player A 40 hours to complete the content for one character.
If Player B wants to see content from multiple Alliances, Player B needs to roll multiple characters. Player B's characters are not restricted to particular Alliances, so they can pick any race to see the Alliance content, including their Imperial character. Player B completes the content on one character in 38.8 hours, because Player B had a constant companion in Player C and let Player C wear Player B's Ring of Mara.
This is not a big deal. This sounds very much like other subscription games, which is probably what Matt Firor was thinking when me said what he said. There is no "content" that Player A and Player B cannot see. They can both see everything, and they both have to roll multiple characters to do it so.

Post launch a sub based game normally charges for something like a new race in the form of expansions. Pre-Launch is a bit different for sure.
I have not heard they are going to offer it post launch as a upgrade pack have you? Another option and probably a better one is to have a process where people who don't pre-order can unlock in game as well as they play any race as any faction thing.
These Pre-Order/CE features would be pretty standard for a single player game but they do seem a bit much for a sub based MMO. My concern is that Zenimax isn't putting the same value on that monthly sub that most players will. I think ESO is going to have a really rough time if they try to both charge a sub to play the game and put new content out as pay for DLC. Sub fees have to give more than just access to the base game, there has to also be the perception of value received from new content and I worry this is a sign of things to come. Not that I would have a issue with paying a higher sub fee for a really fun game I just don't want to do it piece meal.

All this really shows is that those people who would usually purchase the standard version are, actually, quite easily converted into Collector's Edition purchasers if your IP is strong enough. So, no, those who traditionally purchase CEs are NOT "footing the bill" for the game, it's the converts who are funding the game, sorry.

It is unfortunate.
It's kind of crazy considering it's the Imperial race, you know, one of the most central and popular races in all of the elder scrolls games.
Almost like Zenimax understood that people would be willing to pay more money just to be able to play this one race, and held it back for just that purpose.
And for sure there would be riots if the next single player ES game released with only a few of the races and then required DLC purchases to play with the others. It would be bigger than the Mass Effect ending.
Sadly, some people would still justify it.
