If they didn't keep improving the game, I'd agree with your last statement. However, they make tech changes with each expansion, and even with some patches. They are improving old race models, making the new areas look better with each expansion, etc. While the core design of the game will always remain the same, the look and feel of the game can be improved over time.
I'm actually interested to see what they have planned for the next number of years. EQ1 and WoW seem to be the only two games that have actively developed their games well past the usual time that mmos tend to slow way down. Which is also probably why both games still have a very loyal fanbase. Ironically, each game was/is the western king of mmos in terms of population for their time.
They don't improve the majority of assets with every expansion. That asside, what would you rather see, another 10 years of incremental changes, or a new game after 15 years (being the earliest possible date if even then)

They have 1 themepark mmo, they have 1 RTS, they have 1 ARPG, they have 1 CCG, and they have 1 MOBA in the make. Their next will be a sandbox and it will be just as glorious as their other games. It only makes since to continue with making more content to keep people interested and paying/playing.
Blizzard has about 200+ developers working on WoW and multiple teams structured that focus on WoD and other expansions. They closed Titan and all other projects back when Blizzard was performing layoffs to focus on WoW and the other teams are already working on the the next expansion after WoD. They got live teams, content update teams and future project teams all producing at the same time.
They are totally milking the story at this point and avoiding taking it to the Burning Legion. It's too bad we get Deathwing, pandas and now a rewrite of history instead.
We all know Blizzard has ambition and ideas of improving WOW. In fact every expansions is their attempt for making WOW energetic. They may hav thousands of ideas, however plans are always not so stable, and they would be adapted to the market and all conditions.

Everquest has been going on for how many years now? and they have hardly made any big changes to their game over the years like Blizzard did with WOW.

They have increased overall graphics quality in a major way twice, three times if you count Velious and the ability to play with a FullScreen View with UI overlaid instead of UI with a viewport window.
The graphics for new zones have dramatically increased in major ways for years now.
They did completely new character models with Luclin, many years ago. A much larger undertaking that the increased polys of WoW (not bashing, just saying). The EQ models included external armor instead of armors textured onto the meshes of the old models. Anyway, it was major.
They added AA (Alternate Advancement) which allow you almost no limit to how far you can progress your character, long after you reach the new level cap.
They have dramatically changed core, previously unforgiving, mechanics in order to appeal to the next generation of gamers. This included easy travel to all parts of the world without relying on a druid or wizard, or boats. This included making the act of retrieving your corpse infinitely easier. Buff mechanics like MGB/TGB. Many more that I can't remember.
They added the ability to hire mercenaries.
They added a quest journal, again to appeal to those newer to the game.
They added *labeled* quest givers, including level ranges all on their nameplate.
Hell, this is all just off the top of my head right now with my old-fogey memory. If I looked it up this list would be much more impressive.
But my point stands. I'm not arguing about what game is better here, or what game has improved more over the years. I am just arguing the statement you made in which I quoted.

I've played WoW a few years from launch then got tired of it. Just my personal preference. It was fun while it lasted but I've moved on.
However, I'm glad to hear they're still striving to push forward and do what they feel is good for their IP.
