This is a hard one to get friends to play in my opinion because of the PVE... sure you might all start at the same time or whatever but once someone starts playing without the friends they will no longer be in the same spot. Its extremely boring to accompany someone with a quest you have already done because there is so much story line to go through and NPC to NPC trips.. this is why I stopped playing..
If I was trying to convince my friends to play than I would say lets just tough it out and then PVP together regularly starting at level 10.. join with others I heard is best for early PVP.

There aren't many armors in the cash shop, those that are featured are strictly skins you wear over your gear (costume slot)... Crafted armor is decent in ESO.

Most of the styles are crafted in the game; a very few (skins) are via the cash shop; a few more have been added in the DLCs and are only available if you have the DLC.
Fundamentally this is a b2p game; you buy the game and play. If you like it you can opt to buy - or rent - the DLC. That is a choice you can make later though if you decide to play the main game - which is huge.

No not armor nor weapons.
Costumes, mounts (all of which have the same functionality - they are just mount skins,) pets, a few things like "any race any alliance" which was once a pre-order bonus, and some convenience things like XP pots, soulstones, etc,. but all of those consumables also have their in-game economy counterparts.
It has remained a mostly benign cash shop since it went live a year ago.
You can also buy DLCs there to unlock Orsinium, the Imperial City (mostly PVP,) The Thieve's Guild and the Dark Brotherhood and their respective zones.
You also get all that DLC unlocked for use as long as you're an "ESO +" member (i.e. sub.) The other benefit of subbing - and it's a brand new thing that just came out at the same time as the Dark Brotherhood - is you get a "Crafting Bag" additional inventory tab with unlimited crafting mat storage available to all characters - that one you can't even buy in the cash shop, it's a sub only thing.

My wife and I started playing together not long ago, and it's tough if you jump ahead or don't play the same quests at the same time to be honest. There is also a lot of solo quests that gets annoying real quick so even if you get them to try it with you make sure you also start over with them otherwise it will be a negative experience for them.
Frankly I wouldn't try to convince them to play, especially if your friend doesn't like the game. I've tried luring my friend away from WoW. She has played daily almost since launch and is firmly entrenched in Azeroth. I thought that she would love the beauty and depth of Tamriel. Alas, I convinced her to buy the game and she lasted all of two hours. Being action based and such a different UI was such a turn off. It stressed her out so much that I think it was a traumatic experience. I think the only way she could be convinced to try it again is if the UI was exactly like WoW. I think that WoW is a great game so if they are enjoying that, do yourself a favor and don't try to get them to ESO. Perhaps look at another game you could all try together?
