If I'm in someplace lower level than me, I either want vicious revenge on an old foe, or I want to quickly harvest some kind of mob, or I don't want to be bothered by the local trash. After all, I've probably adventured there a lot and am not there for the scenery.

Only thing you need to do is upgrade your gear (since if your gear is lower level it won't scale well) and get more skill points.
Basically:
If you are a lvl 5 in level 5 gear you have the same stats as a lvl 50 in lvl 50 gear.
If you are a level 50 in level 5 gear, you are a level 50 in level 5 gear.

Also for anyone buying the game right now, the newly released gold version has the first 4 DLC included. Only the Shadow of the Hist DLC isn't part of it.

I would expect this from Blizzard but this is just removing any and all immersion.

Simple question....why bother to quest for xp if you really have no level from xp?It is like a contradictory idea but hey not like they have a clue.
I don't care if a game wants to remove levels,but you absolutely NEVER turn the world lore into meaningless dribble,basically everything is level 1 or level 501,well which is it,oh nm they really have no association,the dev took that away.
Next up,,bakers will remove apples from apple pie and people will praise it with statements like "i never liked apples anyhow".

Yes there are levels still... not that this has ever been the main point of ESO. Leveling up skill lines independently from your own level is what this game has always been about.
Leveling gives you points you can put into your basic health, stamina or magicka stats AND skill points you can put into whatever skill lines you're leveling... some of those skill lines can't even be leveled fully until well past the max character level of 50.
And your character leveling only gives you about 1/4 of the skill points you can get in the game. The rest you get from quests, dungeons and exploration.

Character progression is based mainly on getting more skilled at using certain weapons/armor/schools of magic by using them in fights. You can take on many challenges at low levels with just the first easily obtained skills, but as you progress you get a wider range of options to deal with any given challenge and/or can specialise increasingly more in certain areas.
Not sure what you mean about "turning the world lore into dribble" - lore wise the game is exactly the same. If you are talking about the relative power of monsters, it is actually much more like a typical ES game now (therefore more in line with the world lore).
