About access to the game, backers have had that since the beginning. At one time CIG introduced Alpha Slots for $5 purchase from those who didn't have Alpha access from an early pledge. These slots ran out on April 16th 2014. Some time later CIG decided to open up Alpha access to all backers and refunded everyone who'd bought Alpha Slots.
The Hangar module was released on August 30, 2013. Arena Commander (AC) was released on June 6, 2014. The Social module / Arc Corp was released on August 29, 2015. Star Marine (SM) was released on December 24th, 2016.
So backers have had plenty of "early access". Chris Roberts and CIG have done a lot to satisfy backers with early gameplay trial. I'd argue that both AC and SM are playable now to a degree where people who wonder about how space combat and FPS will work in Star Citizen can get a decent idea by playing these modules themselves. They're not finished, but well enough developed to show how these playstyles will function in the game.

If people are claiming a subreddit (which accounts for less than 0.1% of backers) that hardly anybody knows about, how can they have such an effect on the game's funding. If they were on tv/radio with their protests and/or getting publication inches then fair enough but that's not the case at all.

Sandi Gardiner was never made CEO. She's been head of Marketing from day one, later (in 2013) made VP of Marketing. She's still head of Marketing with that title though.
Well that is strange, because the email I got was directly from her. Why would VP of marketing deal with refunds ?

If they have a small administrative staff she might be wearing many hats or filling in if they are overwhelmed.
It's also possible that she feels keeping good graces with players, even if they no longer want to play the game/be involved, is important and wants a notable face of the company to "thank the player for their interest and to try the game out when it is released".
It's also possible that it didn't come directly from her but she wants her name on certain correspondence so they use an account that looks like it's coming from her but in reality it's being sent out by a CS rep or an assistant.
I know for a fact that when I write my congressman and get a reply it's not "he" who is sitting down and writing the reply but assistants using various boilerplate letters.
