Supposing you're only speaking about chat harassers, keep in mind that thanks to the alt-left almost anything you say can be used as racism accusations against you. There's a lot of neat tactics that have been worked out by them to accuse those they disagree with and concern trolls are starting to pick up on them in a major way. Why not just remove all chat functionality instead? Simpler, no cost and actually effective. If you're talking about verbal harassment, there's your solution. But that wouldn't stop harassers like me.
My favorite form of harassment is actually to play very badly and make tons of mistakes. I enjoy losing when the reward at the end is lackluster/nonexistent if that means I ruin someone's playing experience. I mean, I've been kicked from so many guilds and groups, I don't care. So you're saying that Blizzard should ban every bad player? Just how do you know that the player isn't simply inept and isn't playing to the best of his abilities? Have you ever played a game where only 1000 people play simultaneously?
I don't play this game, but from what I understand twitch skills aren't as important as teamwork. What that means is that a single good player can't carry a match. So people who get good at the game become frustrated because they no matter how good they play as an individual it won't matter with bad teammates.

The solution for players is to only play with a premade group or graduate to a better fps like CSGO.

Problem is that CSGO isn't better, it's just autistic. For example, the point of a shooter shouldn't be the memorization of awkward shooting patterns.
Also, pointing and clicking is not a skill. No matter how good you are at a game, you are not skilled, you're just experienced. Still, some people, and I really don't get why, just seem to hold being good at that as something worthy of someone's esteem, so when they lose, they cry. That's why I like to cause losses. Also because I got legit good at TF2 and started hating the game because using a medic vs no medic made life too easy I felt like a moron pressing buttons, I just want to not feel like a moron while playing that game too. So sucking is funny and logical.
I'm glad they are doing something about this problem even if it is a herculean task it needs to be addressed and I hope a lot of people are indeed banned as a result because as they say 'consequences' that is an important thing for people who behave in this way.
Fighting against toxicity is expecting to rise the ocean level by peeing on it. Unless you make something that motivates to people to be positive is a wasted effort
Fixing the mess of matchmaker would be a good start, is hard to be on a good mood after being raped in the ass 10 games straight since you are either grouped with incompetents or are just totally outmatched.
Stomp or be stomped games with a few fair games here and there is not a good combination for good behavior. And sometimes you want to play solo instead of having to play with friends full time to avoid the salt levels reaching maximun levels that most of the time happens while playing solo

Statistically, you are dead wrong about your stomp/bestomped facts. 99% of all the people bitching about unfair matches are simply travelling to where they belong on the elo ladder. You dont deserve more than 50% win rate, nor shall you get it. Going 0-10 is most likely due to you group queuing with other un-carryables and eliminating any chance you have of being handed your freelo 50% win. Seems that the only problem the elo system has is not being able to quantify how grouping 6 terrible players somehow makes them play worse than the sum of their badness. Its like you feed off each others' inability to aim and your weapon accuracy drops 5% more....if thats even still possible.

I still say no matter what, there's no excuse for using the nastiest language you can think of and calling people all sorts of names. That being said, I do think it should be possible to make a quick-and-easy "playground" option for noobs and people who just like playing around with virtual guns, missiles, turrets, etc. Then they could be matched up quickly, not be tripping up all the pro wannabes and not getting massacred by the ones on the other team and being chewed out with nuclear flaming by those on their own team. I think the Arcade Mode and the Game Browser are steps in that direction.
