So by the end of the year it will have enough of it's core systems into place that a lot of other kickstarter games would already be in open no-wipe beta.
It's unlikely that territory claiming would be released this year.
RSI just had to delay repairing, refueling and salvaging from patch 3.2 to patch 3.3, and they haven't yet updated their plans for patch 3.3 and 3.4 accordingly.

How does that have anything to do with whether or not the game will release? And define 'coming out'. The game is already available to the public. You could go log in and play at this very moment.

You could simply look at a politician,has a straight face,tells people all kinds of bullshit. Simple FACT,is that Robert's promised a game,a game w/o all these so called stretch goals,99% of the goals were not even in his head a that time,he promised a game.So the very first stretch goal SHOULD have been to deliver THAT GAME,he promised. Then and ONLY then,after the game is delivered,you start stretch goals and improve the game. I have stated it several times,he has far more to lose by releasing the game than keeping it in cash shop mode. So no matter how naive,how easily fooled,Robert's CHANGED his agenda,he went from game delivery mode into cash shop mode after seeing how much money he could easily make w/o a game or at least w/o a AAA game or a game we would consider worthy of being called a game.
