Dont you think that "doomsday" shtick a bit outdated by now?
I mean there's multiple gameplay videos posted in this forum every week. Are you saying that these videos of gamers playing this game are fabrication or just don't exist altogether?
Notice that since the Star Citizen crowdfund campaign blew up into millions a lot of Sci-Fi or space games were announnced and even big companies like Ubisoft brought old projects from the shelves ( Beyond Good & Evil 2 said to be in the works since 2007) , Starfield from Bethesda... Cyberpunk from CPRED to give some examples.
CD Projekt Red announced that Cyberpunk was going to be their next big game after Witcher 3 already before Star Citizen kickstarter.
EDIT: Also I wouldn't call scifi blowing up. Before Star Citizen Kickstarter we had games like Mass Effect 2, Dead Space 2, Starcraft II, Star Trek Online, and Star Wars the Old Republic. There have always been a couple of larger scifi games each year. Star Citizen didn't have any real impact on how many scifi games we're getting.
Nah you've got it mixed all up, The Star Citizen Crowdfunding campaign was announced in October 2012, Cyberpunk 2077 first trailer/teaser was released in 2013 January 16th.
6 Years since that trailer, CD Project Red has yet to announce a release date.
A company that just made the wildly acclaimed Witcher 3 making millions(billions?), with well oiled studios and staff making their bread and butter game (single player story driven experience).
Never forget that in 2013 CIG/Star Citizen didn't have their main studios yet (Foundry 42 UK+GER), they had less than 100 dev's around Texas and LA.
Mind you these are not excuses but context of the situation. Ambitious games take time, Ambitious games made from nothing take longer

So it has been in the works for even more time, at least discussing the franchise usage, setting and so on. If I had to guess it's been in concept stage from 2011/12 and after they finished with Witcher3 went on to full production! Should be out Q4 this year or the next one then. Or maybe later considering that's the first game they make in First Person mode so they'll probably have new challenges to work out.
