Pantheon: Rise of the Fallen will be getting major overhauls to combat, with related shifts in attributes, stats, class function and identity, difficulty and more. The November Producers' letter gives more detail into what had previously only been hinted at for technology and combat changes.

How does preloading all the spells for an auto win, using a guide constitute strategy is beyond me.
I would much rather have people reacting in combat to completely random encounters and allow players to use tactics on the spot to beat it.
Them making it more "strategy based" is them just dumbing down the entire battle. First they dumbed down the fights by decreasing the number of equipable spells/actions, trying to pawn off that having only a few actions available would be more strategic.
They probably think having 1 action available would be the most strategic game ever created.
Meantime after all this blather we still are waiting for a game, that will never come.
Especially in the videos I saw, it looked particularly slow and borning.
Do they give any detail on how they will make play more "tactical". What I see above is dumbing the combat system down and no explanation of what will replace it, zerg ahoy! Now that's not necessarily the way it will go, but the spin talk about how rotations and cooldowns "make decisions for you" smells to be frank. Glad if I am not right and someone can point that out.
I played EverQuest 2 last winter and I had the best in slot gear for my level and I had to do over 3 full rotations (12 keys) to kill a mob my level. I quit after a week of playing the game, because killing a mob felt so long I felt like I was wasting my time.
10K a game. I guess it's the right price.
I would like to sell a crumble for 1K. Who's buying?
At no point in this development has it ever been remotely close to ESO.
The morphing spell choices are directly from ESO. Even the UI for them is the same.
Logic, my dear, merely enables one to be wrong with great authority.
Given that their initial kickstarter failed, people left the team they had to rebuild that team, then the head of the company dies, they hire more people, change the direction and tools they use so they can actually get things done and done faster ...
It's a feat that they are still working on it at all.

There's no "spell morphing" in this game. You must be confused with another game.
