Well, if you aren't into PvP, and you don't raid, then what else is there to do at 60? Endless farming? Standing around IF? Duelling outside the IF entrance? Starting over on alts? PvP and Raiding are the two main things designed into the game…

Maybe they figure most 'casual' players won't even make it to 60, or won't stick to the game very long if they do. So I guess if they figure the casual players are going to come and go, then they feel they need to work harder to keep the 'hardcore'…
